1) Is there anything in the windows event log about that?
2) Sometimes this error come up by mixing 32 bit and 64 bit apps. Is your apache 64 bit?

I'm trying to execute a command console "svn.exe --version"
It would be nice if you can translate that. My russian is zero and I can't copy paste the text into a translator since it is an image. ???

I tried that on several computers and wasn't able to reproduce that.
Did you unpack the file into your apache directory?

Please try the following:
download and unpack apache and unpack mod_svn into that and see if that runs. Cause I can't reproduce that issue on my computers nor in VMs
He took files from Apache (libapr-1.dll, libapriconv-1.dll, libaprutil-1.dll, libeay32.dll, ssleay32.dll) put it in a folder SVN it worked thanks! :)
I'll put a hint in the readme file with the next release.
